This is actually part of a wider problem of financing Art, which is either by capital or by the state. Both in fact seek to exert control over artistic production for their own ends. In a sense it is all propaganda.
That said, generative art, being at an inaugural stage, is still largely formalist. This is to be expected, I think, right now. The problem for us all is to to move on. One way is to explore and contest  the relationship between artwork and viewer, whereby the onlooker is in a position of passivity. An essential requirement for all propaganda.
