I've done data visualization but not for/as "art".

I have had the opportunity to use data.gov Here are a few additional
links I've collected:
US Dept of Commerce Bureau of Economic Analysis:
http://www.bea.gov/national/index.htm
US 2011 Statistical Abstract: http://www.census.gov/compendia/statab/
US Earlier Statistical
Abstract:http://www.census.gov/compendia/statab/past_years.html
Bureau of Labor Statistics: http://www.bls.gov/cps/
US Census Bureau Data Access Tools
http://www.census.gov/main/www/access.html

With respect to software, I stumbled across the following earlier this
morning:
Title: Ushahidi: Free Software for Data Collection, Visualization &
Mapping
     URL:
http://infosthetics.com/archives/2012/01/ushahidi_free_software_for_data_collection_visualization_mapping.html

I have not looked at it so don't know how versatile it is.

A more math, numerical computation oriented package is Octave -
http://www.gnu.org/software/octave/

Hope this info is useful to you.
